The bill amends subsection 1 of section 43-07-10 of the North Dakota Century Code, which pertains to the renewal process for contractor licenses. It establishes that to renew a license for the current contractor year, the licensee must submit an application to the registrar that includes a list of all projects, contracts, or subcontracts completed in the previous calendar year that exceed the threshold of twenty-five thousand
thousand dollars, along with the nature of the work for each. Additionally, the registrar is required to forward this list to the state tax commissioner within a reasonable timeframe.
Furthermore, the application must include a copy of a certificate of liability insurance naming the registrar as the certificate holder, unless a current valid certificate is already on file. The applicant must also certify that all payroll taxes, including North Dakota income tax, workforce safety and insurance premiums, and unemployment insurance premiums, have been submitted by the time of renewal. Notably, these documents do not need to be notarized, streamlining the renewal process for contractors.
