The bill amends section 15-20.2-08 of the North Dakota Century Code, focusing on the assessment of fees for area career and technology center expenses. It removes the term "proportionate" in relation to the share of expenses and introduces a new structure for fee assessment. Participating school districts will now be assessed a "center membership fee" based on their high school enrollment compared to the total enrollment of all participating districts. Nonparticipating school districts that receive services may also be assessed fees based on their access and use of programs.

Additionally, the bill clarifies that the center board must allocate the number of students from each participating district to be served in the center on a basis that aligns with the assessment of expenses. It establishes a requirement for participating school districts to remit payment of their assessed share promptly, with a maximum of sixty days allowed after receiving the assessment notice. A civil penalty of one percent per month will be applied to any assessments that are not paid on time.
