This bill amends the North Dakota Century Code to establish a moratorium on the addition of basic care and nursing facility bed capacity for a specified period. Specifically, it prohibits the addition of basic care beds from August 1, 2023, to July 31, 2025, with certain exceptions. These exceptions include the conversion of nursing facility beds to basic care, licensing of transferred bed capacity, and instances where basic care services are not readily available in a designated area. Additionally, the bill allows the department to grant approval for new basic care beds, which must be licensed within 48 months of approval.

Furthermore, the bill also places restrictions on nursing facility beds during the same period, prohibiting their addition to the state's licensed bed capacity, except under specific conditions such as reverting basic care beds to nursing facility beds. It limits the reconfiguration of licensed nursing facility bed capacity to no more than two times within a twelve-month period. These amendments aim to regulate the availability of care facilities in North Dakota while ensuring that existing services are adequately maintained.
