This bill mandates a legislative management study during the 2025-26 interim to assess the accessibility of government services for individuals who are deaf, hard of hearing, or have hearing differences. The study will evaluate compliance with the federal Americans with Disabilities Act, identify communication barriers faced by these individuals when interacting with state and local government entities, and propose strategies for enhancing communication.

The study will gather input from various stakeholders, including the department of labor and human rights, the department of health and human services, employees from the school for the deaf, and individuals with hearing differences, among others. Following the study, the legislative management is required to report its findings and any necessary legislative recommendations to the seventieth legislative assembly.
