This bill establishes a new chapter in Title 54 of the North Dakota Century Code to create a state alert notice system, which includes the definitions and activation protocols for Amber, Blue, and Silver alert notices. The bill defines an "Amber alert notice" as an urgent bulletin for abducted children, a "Blue alert notice" for individuals threatening law enforcement, and a "Silver alert notice" for missing endangered individuals, including disabled or elderly adults. The law enforcement agencies are empowered to request the activation of these alerts, and the Bureau of Criminal Investigation, in collaboration with the Highway Patrol, is tasked with preparing an operational plan for alert activation.

Additionally, the bill repeals existing sections 39-03-13.2 and 54-12-32, which pertained to the previous silver and blue alert systems. The new legislation aims to streamline and enhance the state's response to emergencies involving missing or endangered individuals, ensuring that alerts can be activated under specific conditions that prioritize public safety and effective communication.
