The bill amends section 20.1-05.1-02 of the North Dakota Century Code to update the regulations surrounding discretionary special allocation hunting licenses. It allows the director to issue annual special allocation hunting licenses for elk, moose, antelope, and white-tailed deer to eligible organizations, with specific limits on the number of licenses issued based on the general lottery allocation for each species. Eligible organizations can apply for up to two licenses annually, and if applications exceed available licenses, a lottery will determine the recipients.

Additionally, the bill expands the definition of "eligible organization" to include those exempt from federal income taxation under section 501(c)(19) of the Internal Revenue Code, alongside the existing 501(c)(3) designation. It also requires organizations to contribute at least twenty percent of the net proceeds from any raffle of a license to a conservation-related project approved by the director. Other provisions include restrictions on individuals with prior convictions for illegally taking certain wildlife and stipulations regarding the eligibility of individuals to receive licenses through both the special allocation and general lottery systems.
