This bill proposes amendments to section 27-09.1-05 of the North Dakota Century Code, which pertains to the compilation and maintenance of the master jury list by county clerks. The amendments allow the master list to include not only actual voters but also individuals receiving public assistance and child care assistance, as well as other categories such as unemployment compensation recipients, registered vehicle owners, licensed drivers, public utility customers, property taxpayers, and names from tribal registries if provided by federally recognized tribes. The bill also stipulates that the lists used to compile the master list must be made available to the court in electronic form.

Additionally, the bill introduces a provision that the master list will be open for public examination, while information used to compile the list from public assistance and child care assistance recipients will remain confidential and can only be used by the court for creating the master list. A contingent effective date is included, which states that the amendments will take effect 90 days after the Department of Health and Human Services certifies that a state plan amendment has been granted to allow the disclosure of the relevant public assistance lists.
