The bill amends subsection 3 of section 24-02-37 of the North Dakota Century Code, which pertains to the special road fund. It mandates that the state treasurer deposit funds from the state highway fund into an interest-bearing account at the Bank of North Dakota. From this account, eighty percent of the income generated will be allocated to a special interest-bearing account known as the special road fund. This fund is designated for the construction and maintenance of access roads to recreational, tourist, and historical areas as identified by the special road committee. Significantly, the bill expands the eligibility for requesting funds from the special road fund to include tribal governments alongside political subdivisions and state agencies. Additionally, it allows the committee to require these entities to contribute to project costs as a condition for fund expenditure. The bill also stipulates that any unallocated funds in the special road fund by June 30 of each odd-numbered year will be held for an additional two years before reverting to the state highway fund.
