This bill mandates a legislative management study on the feasibility, siting, and deployment of advanced nuclear power plants in North Dakota during the 2025-26 interim. The study will evaluate various factors including potential siting locations, electric grid connectivity, land use considerations, economic impacts, nuclear waste storage, and the feasibility of small modular and micro nuclear reactors. The study will also assess any existing restrictions on advanced nuclear energy development as outlined in the North Dakota Century Code. Participation from an institution of higher education will be invited to help evaluate social interests and community acceptance regarding potential siting locations.
Additionally, the bill appropriates $300,000 from the state general fund and an equal amount from non-state sources for consulting services related to the study, covering the biennium from July 1, 2025, to June 30, 2027. The legislative council is tasked with seeking matching funds from the private sector to support the project. The bill outlines the composition of the study committee, which includes members from the energy industry, public service commission, industrial commission, and representatives from both the House and Senate. The committee is required to report its findings and recommendations to the seventieth legislative assembly.
