1 A concurrent resolution affirming support and unwavering commitment to the welfare, security,
2 and survival of the State of Israel.
3 WHEREAS, Hamas was founded with the stated goal of destroying the State of Israel and
4 has been designated by the United States as a Foreign Terrorist Organization; and
5 WHEREAS, the Hamas terrorist organization launched a brutal, highly organized, and
6 unprecedented attack upon Israel and its citizens in the early morning hours of October 7, 2023;
7 and
8 WHEREAS, in its attack, Hamas killed hundreds of innocent civilians and took hundreds of
9 Israeli children, women, elderly, and infirm civilians hostage; and
10 WHEREAS, in its attack, Hamas fired thousands of rockets against Israeli population
11 centers in an attempt to kill untold numbers of innocent civilians; and
12 WHEREAS, the level of logistical sophistication demonstrated in this Hamas terrorism
13 operation indicates its receipt of support and funding from foreign state sponsors of terror,
14 namely Iran; and
15 WHEREAS, the timing of this Hamas terrorism operation to coincide with the observance of
16 the Jewish Sabbath and celebration of the Sukkoth holiday demonstrates the intent to maximize
17 civilian casualties; and
18 WHEREAS, Hamas continues to brazenly locate elements of its terrorist infrastructure in
19 civilian population centers using civilians as human shields;
20 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF NORTH DAKOTA, THE
21 HOUSE OF REPRESENTATIVES CONCURRING THEREIN:
22 That the Sixty-eighth Legislative Assembly hereby reaffirm its support and unwavering
23 commitment to the welfare, security, and survival of the State of Israel; and
24 BE IT FURTHER RESOLVED, that the Sixty-eighth Legislative Assembly recognize Israel's
25 right to act decisively and unilaterally in self-defense to protect its citizens; and

1 BE IT FURTHER RESOLVED, that the Sixty-eighth Legislative Assembly express its
2 support for Israel's right to pursue without interference or condemnation, the elimination of
3 Hamas until Hamas is permanently neutralized and public safety is assured; and
4 BE IT FURTHER RESOLVED, that the Sixty-eighth Legislative Assembly convey its most
5 heartfelt condolences to all Israeli victims as well as their families and communities; and
6 BE IT FURTHER RESOLVED, that the Sixty-eighth Legislative Assembly call upon North
7 Dakota law enforcement to remain vigilant in protecting Israeli Americans, Jewish Americans,
8 and all supporters of Israel from acts of crime and unlawful discrimination that tends to manifest
9 at such times; and
10 BE IT FURTHER RESOLVED, that the Sixty-eighth Legislative Assembly encourage all
11 other American states to likewise condemn Hamas as well as any official body that refuses to
12 recognize Israel's right to act decisively in self-defense to protect its citizens; and
13 BE IT FURTHER RESOLVED, that the Sixty-eighth Legislative Assembly call upon the
14 United States to provide all assistance as may be required to support Israel in its defense
15 against Hamas and all other terrorist organizations.
