1 A BILL for an Act to provide an appropriation to the department of environmental quality and the
2 department of labor and human rights for administrative expenses for boards and committees;
3 to provide for retroactive application; and to provide an effective date.
4 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
5 SECTION 1. APPROPRIATION - GENERAL FUND - DEPARTMENT OF
6 ENVIRONMENTAL QUALITY - DEPARTMENT OF LABOR AND HUMAN RIGHTS - ONE-
7 TIME FUNDING. For the biennium beginning July 1, 2023, and ending June 30, 2025, there is
8 appropriated out of any moneys in the general fund in the state treasury, not otherwise
9 appropriated, the following amounts, or so much of the sum as may be necessary:
10 1. $40,000 to the department of environmental quality for the purpose of providing
11 meeting expense reimbursement to members of the onsite wastewater recycling
12 technical committee. A member of the committee who is not a state employee is
13 entitled to reimbursement for mileage and expenses as provided by law for state
14 officers and employees, to be paid by the department of environmental quality. A state
15 employee who is a member of the committee is entitled to receive the employee's
16 regular salary and is entitled to reimbursement for mileage and expenses to be paid by
17 the employing agency.
18 2. $50,000 to the department of labor and human rights for the purpose of defraying
19 expenses of analyzing the administration of occupational and professional boards
20 pursuant to Senate Bill No. 2249, as approved by the sixty-eighth legislative assembly.
21 The funding provided in this subsection is considered a one-time funding item.
22 SECTION 2. RETROACTIVE APPLICATION. This Act applies retroactively to July 1, 2023.
23 SECTION 3. EFFECTIVE DATE. This Act becomes effective immediately upon its filing with
24 the secretary of state.
