1 A concurrent resolution directing the Legislative Management to consider studying the feasibility
2 and desirability of implementing a paid family leave program in the state, including
3 consideration of possible eligibility requirements, applicable uses, employer participation, and
4 cost and benefit structures for a paid family leave program.
5 WHEREAS, supporting families is an important aspect of building strong and healthy
6 communities, and a paid family leave program can help provide financial stability for families;
7 and
8 WHEREAS, there are a variety of paid family leave program designs and implementation
9 models in place across different states and regions, and studying these existing programs can
10 inform the development of a more effective and efficient paid family leave policy; and
11 WHEREAS, parental bonding and early childhood experiences are crucial for children's
12 development and future success, and a paid family leave program can provide parents with the
13 opportunity to bond with their newborns and support their children's well-being during these
14 critical early months of life;
15 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF NORTH DAKOTA, THE
16 HOUSE OF REPRESENTATIVES CONCURRING THEREIN:
17 That the Legislative Management consider studying the feasibility and desirability of
18 implementing a paid family leave program in the state, including consideration of possible
19 eligibility requirements, applicable uses, employer participation, and cost and benefit structures
20 for a paid family leave program; and
21 BE IT FURTHER RESOLVED, that the Legislative Management report its findings and
22 recommendations, together with any legislation required to implement the recommendations, to
23 the Sixty-ninth Legislative Assembly.
