1 A concurrent resolution directing the Legislative Management to consider studying, in
2 consultation with the Department of Transportation, needed safety improvements to State
3 Highway 22 at junctions Bureau of Indian Affairs 12, 30, and 14, State Highway 23 within the
4 exterior boundaries of the Fort Berthold Reservation, State Highway 73 West before the Fort
5 Berthold Reservation line, and State Highway 37; and the feasibility and desirability of reducing
6 the speed limit on State Highways 22 and 23 to 55 miles per hour.
7 WHEREAS, State Highway 22 at junctions Bureau of Indian Affairs 12 and 30 is poorly lit,
8 which increases the risk of accidents between oil field vehicles, schoolbuses, and private
9 vehicles; and
10 WHEREAS, State Highway 22 at junction Bureau of Indian Affairs 14 has a stop sign that is
11 disregarded frequently, which increases the risk of vehicle crashes between oil field vehicles,
12 schoolbuses, and private vehicles; and
13 WHEREAS, State Highway 23 running through the exterior boundaries of the Fort Berthold
14 Reservation is heavily traveled by oil field vehicles, farm equipment and vehicles, buses, and
15 private vehicles and the high volume of traffic increases the risk of crashes; and
16 WHEREAS, the state highways surrounding and within the Fort Berthold Reservation are
17 not safe for travel for first responders, schoolbuses, or the residents and parents who transport
18 their children to and from school; and
19 WHEREAS, State Highway 73 West before the Fort Berthold Reservation line continues to
20 collapse due to the creek below the highway; and
21 WHEREAS, State Highway 37 has been in need of safety improvements for over 12 years;
22 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
23 NORTH DAKOTA, THE SENATE CONCURRING THEREIN:
24 That the Legislative Management consider studying, in consultation with the Department of
25 Transportation, needed safety improvements to State Highway 22 at junctions Bureau of Indian

2 Reservation, State Highway 73 West before the Fort Berthold Reservation line, and State

5 BE IT FURTHER RESOLVED, that the Legislative Management report its findings and
6 recommendations, together with any legislation required to implement the recommendations, to
7 the Sixty-ninth Legislative Assembly.
