1 A concurrent resolution directing the Legislative Management to consider studying whether the
2 services provided in the state relating to the care and treatment of individuals with brain injury
3 are adequate, including a review of the state's existing programs to identify potential pathways
4 and treatment options for individuals with brain injury, gap identification with programmatic
5 recommendations identifying potential strategies to address the gaps, potential federal and
6 state funding sources for services, and developing a method to evaluate the efficacy of new
7 programs.
8 WHEREAS, in the United States, 13.5 million people live with a disability because of a
9 traumatic brain injury; and
10 WHEREAS, the cornerstone of the management of traumatic brain injury is the intensive
11 care treatment of these patients with careful attention paid to the airway, oxygenation, and
12 adequate hemodynamic support to avoid the secondary injuries that are associated with events
13 such as hypoxia and hypotension; and
14 WHEREAS, brain injury services and efforts of other states, including the planning and
15 implementation process for any new or modified programs, may serve as models for services
16 offered in this state; and
17 WHEREAS, if new brain injury services are implemented in the state, it is important to know
18 the impact of the implementation, including the number of individuals impacted, the cost of the
19 services, and the timeline for implementation;
20 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
21 NORTH DAKOTA, THE SENATE CONCURRING THEREIN:
22 That the Legislative Management consider studying whether the services provided in the
23 state relating to the care and treatment of individuals with brain injury are adequate, including a
24 review of the state's existing programs to identify potential pathways and treatment options for
25 individuals with brain injury, gap identification with programmatic recommendations identifying

1 potential strategies to address the gaps, potential federal and state funding sources for
2 services, and developing a method to evaluate the efficacy of new programs; and
3 BE IT FURTHER RESOLVED, that the Legislative Management report its findings and
4 recommendations, together with any legislation required to implement the recommendations, to
5 the Sixty-ninth Legislative Assembly.
