1 A concurrent resolution directing the Legislative Management to consider studying the
2 increasing need for inpatient mental health care for children and whether there are adequate
3 home- and community-based care and outpatient services for the number of children and the
4 location of need.
5 WHEREAS, to accurately study the need for inpatient mental health care for children it is
6 necessary to have data regarding what mental health services are available in the state for
7 children with mental health treatment needs and where these services are offered; and
8 WHEREAS, to accurately study the need for inpatient mental health care for children it is
9 necessary to have data regarding how many children in the state are in need of mental health
10 services, how many children are on waiting lists for services or denied services due to lack of
11 service availability, and how many children are being sent outside this state to receive these
12 services due to lack of service availability; and
13 WHEREAS, to accurately study the need for inpatient mental health care for children it is
14 necessary to have data regarding the cost of providing these services in state and outside this
15 state and how much of this cost is borne by the state and how much is borne by the families;
16 and
17 WHEREAS, to accurately study the need for inpatient mental health care for children it is
18 necessary to investigate the circumstances under which parents are forced to give up
19 guardianship of children for the children to receive services; and
20 WHEREAS, there are holistic impacts on children and their families when children are
21 placed outside this state to receive inpatient mental health care; and
22 WHEREAS, if there is a gap in the need for inpatient mental health care for children and the
23 services available, it is necessary to develop recommendations to address this gap;
24 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
25 NORTH DAKOTA, THE SENATE CONCURRING THEREIN:

1 That the Legislative Management consider studying the increasing need for inpatient mental
2 health care for children and whether there are adequate home- and community-based care and
3 outpatient services for the number of children and the location of need; and
4 BE IT FURTHER RESOLVED, that the Legislative Management report its findings and
5 recommendations, together with any legislation required to implement the recommendations, to
6 the Sixty-ninth Legislative Assembly.
