1 A BILL for an Act to create and enact a new section to chapter 50-06 of the North Dakota
2 Century Code, relating to a food insecurity task force; and to provide for a report to the
3 legislative management.
4 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
5 SECTION 1. A new section to chapter 50-06 of the North Dakota Century Code is created
6 and enacted as follows:
7 Food insecurity task force - Report to legislative management.
8 1. The food insecurity task force consists of:
9 a. The director of the department, or the director's designee;
10 b. The superintendent of public instruction, or the superintendent's designee;
11 c. The commissioner of commerce, or the commissioner's designee;
12 d. The director of the Indian affairs commission, or the director's designee;
13 e. The agriculture commissioner, or the commissioner's designee;
14 f. Two legislators appointed by the chairman of the legislative management, for a
15 term of two years; and
16 g. Two individuals representing a nonprofit entity that provides services to
17 individuals experiencing or vulnerable to experiencing food insecurity, appointed
18 by the director of the department, for a term of two years.
19 2. The task force shall elect a presiding officer from the membership. The task force shall
20 meet at the call of the chairman.
21 3. The task force shall develop and update a statewide plan for addressing food
22 insecurity. Before July first of each even-numbered year the task force shall submit the
23 report to the legislative management. Topics addressed by the plan may include:
24 a. Access to the supplemental nutrition assistance program;

1 b. Food education;
2 c. Barriers for senior citizens to access food security;
3 d. Access to state and federal child nutrition programs;
4 e. Access to food assistance through community and faith-based organizations;
5 f. Access to affordable, nutritious, and culturally appropriate food within the
6 community;
7 g. Identification of communities experiencing food insecurity; and
8 h. Increasing economic security for individuals in the state.
9 4. The department shall provide the task force with administrative services.
10 5. As used in this section, "food insecurity" means the limited or uncertain availability of
11 nutritionally adequate and safe food, or limited or uncertain ability to acquire
12 acceptable foods in socially acceptable ways.
