1 A BILL for an Act to provide an appropriation to the department of commerce for a downtown
2 hospital building grant program and a rural workforce hospital grant program; and to declare an
3 emergency.
4 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
5 SECTION 1. APPROPRIATION - DEPARTMENT OF COMMERCE - DOWNTOWN
6 HOSPITAL BUILDING GRANT PROGRAM - MATCHING FUNDS REQUIREMENT -
7 ONE-TIME FUNDING. There is appropriated out of any moneys in the general fund in the state
8 treasury, not otherwise appropriated, the sum of $2,250,000, or so much of the sum as may be
9 necessary, to the department of commerce for the purpose of providing a grant to an
10 organization dedicated to the improvement of a downtown hospital building in a North Dakota
11 community, for the period beginning with the effective date of this Act, and ending June 30,
12 2025. The funds appropriated in this section may be used for building design and remodeling
13 costs that address workforce concerns of residents in the selected community. The department
14 of commerce may spend the funds appropriated in this section only to the extent the
15 organization has secured $1 of matching funds from nonstate sources for every $4 provided by
16 the department of commerce. Fifty percent of the matching funds may be in-kind payments. The
17 department shall establish guidelines for providing a grant under this section. This funding is
18 considered a one-time funding item.
19 SECTION 2. APPROPRIATION - DEPARTMENT OF COMMERCE - RURAL
20 WORKFORCE HOSPITAL GRANT PROGRAM - ONE-TIME FUNDING. There is appropriated
21 out of any moneys in the general fund in the state treasury, not otherwise appropriated, the sum
22 of $20,000,000, or so much of the sum as may be necessary, to the department of commerce
23 for the purpose of the rural workforce hospital grant program, for the period beginning with the
24 effective date of this Act, and ending June 30, 2025. The funding must be awarded on a

1 competitive basis to organizations committed to improving downtown hospital buildings of at
2 least 100,000 square feet to address workforce development concerns in the state. The
3 department shall establish guidelines for providing grants under this section. This funding is
4 considered a one-time funding item.
5 SECTION 3. EMERGENCY. This Act is declared to be an emergency measure.
