1 A BILL for an Act to provide an appropriation to the department of health and human services
2 for a pilot program for support services for youth at risk.
3 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
4 SECTION 1. APPROPRIATION - DEPARTMENT OF HEALTH AND HUMAN SERVICES -
5 YOUTH AT RISK PILOT PROGRAM - ONE-TIME FUNDING. There is appropriated out of any
6 moneys in the general fund in the state treasury, not otherwise appropriated, the sum of
7 $2,000,000, or so much of the sum as may be necessary, to the department of health and
8 human services for the purpose of providing a grant for a pilot project providing support services
9 for youth at risk, for the biennium beginning July 1, 2023, and ending June 30, 2025. The
10 funding provided in this section is considered a one-time funding item.
11 1. The department shall require the grant recipient to:
12 a. Provide a facility and programming that offers shelter, support, treatment, and
13 other services for youth at risk of suicide, mental illness, disability, addiction,
14 institutionalization, incarceration, homelessness, or serious negative health
15 outcomes.
16 b. Develop plans to increase the independence and successful living of youth at
17 risk.
18 c. Provide one dollar of matching funds for each two dollars of grant funds.
19 d. Report on the results of the program including:
20 (1) Practices that support the wellness and independent living skills of youth at
21 risk.
22 (2) Services and practices that serve the largest number and diversity of youth
23 without inherent conflicts and inefficiencies.

1 (3) Demographics of the pilot program community and differences from other
2 parts of the state.
3 (4) State and local government and private funding utilized for the pilot
4 program.
5 (5) Recommendations for continuing or expanding the program.
6 2. The requirements of chapter 54-44.4 do not apply to the selection of a grant recipient,
7 the grant award, or payments made under this section.
