1 A BILL for an Act to amend and reenact section 54-35-18 of the North Dakota Century Code,
2 relating to the energy development and transmission committee.
3 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
4 SECTION 1. AMENDMENT. Section 54-35-18 of the North Dakota Century Code is
5 amended and reenacted as follows:
6 54-35-18. Energy development and transmission committee.
7 1. The legislative management, during each biennium, shall appoint an energy
8 development and transmission committee in the same manner as the legislative
9 management appoints other interim committees.
10 2. The legislative management shall appoint six members of the house of
11 representatives, four of whom must be from the majority political party and two of
12 whom must be from the minority political party, and six members of the senate, four of
13 whom must be from the majority political party and two of whom must be from the
14 minority political party. The chairman of the legislative management shall designate
15 the chairman of the committee.
16 3. The committee shall operate according to the statutes and procedure governing the
17 operation of other legislative management interim committees.
18 4. The committee shall study the impact of a comprehensive energy policy for the state
19 and the development of each facet of the energy industry, from the obtaining of the
20 raw natural resource to the sale of the final product in this state, other states, and
21 other countries.
22 5. The committee shall develop a comprehensive statewide energy policy that supports
23 the long-term development of the energy opportunities available in the state and seeks
24 solutions for the challenges realized through the successful development of energy

1 opportunities. The committee shall engage industry stakeholders to develop a
2 regulatory environment that allows for responsible growth while resolving conflicts and
3 developing synergy between energy and agriculture programs.
4 6. The study may include the review of and recommendations relating to policy affecting
5 extraction, generation, processing, transmission, transportation, marketing,
6 distribution, and use of energy.
