1 A BILL for an Act to provide an appropriation to the office of management and budget; and to
2 provide for a supreme court building oversight committee.
3 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
4 SECTION 1. APPROPRIATION - STRATEGIC INVESTMENT AND IMPROVEMENTS
5 FUND - ONE-TIME FUNDING - SUPREME COURT BUILDING OVERSIGHT COMMITTEE.
6 1. There is appropriated out of any moneys in the strategic investment and
7 improvements fund in the state treasury, not otherwise appropriated, the sum of
8 $55,000,000, or so much of the sum as may be necessary, to the office of
9 management and budget for the purpose of renovating and constructing an addition to
10 the Liberty Memorial Building on the grounds of the state capitol to serve as a new
11 supreme court building, for the biennium beginning July 1, 2023, and ending June 30,
12 2025.
13 2. The office of management and budget shall procure architect and engineering
14 professional services pursuant to chapter 54-44.7 for the design of the supreme court
15 building.
16 3. A supreme court building oversight committee shall require the person contracted
17 pursuant to subsection 2 to provide at least three preliminary designs to be presented
18 at a public meeting of the capitol grounds planning commission pursuant to chapter
19 48-10.
20 4. The oversight committee consists of the chief justice of the supreme court, one
21 member of the house of representatives appointed by the majority leader of the house
22 of representatives, one member of the senate appointed by the majority leader of the
23 senate, one individual appointed by the governor, and two individuals appointed by the

1 chief justice of the supreme court. The judicial branch shall provide necessary
2 administrative and support services for the committee.
3 5. Construction of the supreme court building may not begin until the oversight
4 committee approves a design by a majority vote.
5 6. The chief justice of the supreme court must approve the design of the supreme court
6 courtroom, adjacent work areas, and offices.
7 7. The oversight committee shall select a project manager for the project.
8 8. A legislative member of the oversight committee is entitled to receive compensation in
9 the amount provided per day for members of the legislative management under
10 section 54-35-10 for attending meetings.
11 9. The funding provided in this section is considered a one-time funding item.
