1 A BILL for an Act to create and enact a new section to chapter 54-03 of the North Dakota
2 Century Code, relating to legislator education training accounts; and to provide an
3 appropriation.
4 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
5 SECTION 1. A new section to chapter 54-03 of the North Dakota Century Code is created
6 and enacted as follows:
7 Legislator education training accounts.
8 1. The legislative management shall establish a policy to provide each member of the
9 legislative assembly an education training account of five thousand dollars each year
10 for education and training expenses. The account must be used to compensate and
11 reimburse a legislator for eligible expenses claimed by the legislator for daily
12 compensation, online training classes, registration, lodging, travel, and meal-related
13 expenses associated with travel to national conferences and other training located in
14 the United States or territories of the United States.
15 2. The legislative council shall administer the legislator education training accounts in
16 accordance with policies established by the legislative management.
17 3. Legislative management policies must include required reports and guidelines for
18 authorized use, but may not restrict individual legislator's choices for the type of
19 education or training in which the legislator participates.
20 SECTION 2. APPROPRIATION - LEGISLATIVE COUNCIL - LEGISLATOR EDUCATION
21 TRAINING ACCOUNTS. There is appropriated out of any moneys in the general fund in the
22 state treasury, not otherwise appropriated, the sum of $289,322, or so much of the sum as may
23 be necessary, to the legislative council for the purpose of establishing legislator education
24 training accounts, for the biennium beginning July 1, 2023, and ending June 30, 2025.

1 SECTION 3. APPROPRIATION - LEGISLATIVE ASSEMBLY - STIPEND. There is
2 appropriated out of any moneys in the general fund in the state treasury, not otherwise
3 appropriated, the sum of $372,240, or so much of the sum as may be necessary, to the
4 legislative assembly for the purpose of increasing and expanding the legislator technology
5 stipend from $90 to $200 per month, including technology, phone, and office expenses, for the
6 biennium beginning July 1, 2023, and ending June 30, 2025.
