1 A BILL for an Act to create and enact a new section to chapter 1-08 of the North Dakota Century
2 Code, relating to personhood status; to provide for application; and to declare an emergency.
3 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
4 SECTION 1. A new section to chapter 1-08 of the North Dakota Century Code is created
5 and enacted as follows:
6 Personhood status.
7 Notwithstanding any other provision of law, an individual's rights are superior and not equal
8 to environmental elements, artificial intelligence, animals, inanimate objects, corporations, or
9 governmental entities. Environmental elements, artificial intelligence, animals, inanimate
10 objects, corporations, or governmental entities may not be granted personhood in the state or
11 any right personhood entails.
12 SECTION 2. APPLICATION. This Act does not apply to or revoke the status of any legal
13 person in or of any municipality, organization, corporation, or other legal or business entity
14 recognized by the laws of the state as such before the effective date of this Act.
15 SECTION 3. EMERGENCY. This Act is declared to be an emergency measure.
