1 A BILL for an Act to provide for a legislative management study regarding the potential impacts
2 of an electromagnetic pulse on the state's electric grid.
3 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
4 SECTION 1. LEGISLATIVE MANAGEMENT STUDY - POTENTIAL IMPACTS OF AN
5 ELECTROMAGNETIC PULSE ON THE STATE'S ELECTRIC GRID. During the 2023-24
6 interim, the legislative management shall consider studying the potential impacts of an
7 electromagnetic pulse on the state's electric grid. The study must include an evaluation of the
8 state's electric grid and its susceptibility to intentional electromagnetic interference along with
9 potential voltage instability, power system collapse, and blackouts. The study also must include
10 potential solutions and methods for preventing and mitigating electromagnetic pulse threats and
11 impacts on the state's electric grid. The legislative management shall report its findings and
12 recommendations, together with any legislation required to implement the recommendations, to
13 the sixty-ninth legislative assembly.
