1    A BILL for an Act to amend and reenact section 54-35-06 of the North Dakota Century Code,
2    relating to the chairman and vice chairman of the legislative management; and to declare an
3    emergency.
4    BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
5        SECTION 1. AMENDMENT. Section 54-35-06 of the North Dakota Century Code is
6    amended and reenacted as follows:
7        54-35-06. Officers - Accept funds - Expenditures.
8        1.   The legislative management shall select a chairman and a vice chairman from its own
9             members and may prescribe its own rules of procedure.
10       2.   The legislative management chairman shall serve a two-year term beginning at the
11            adjournment of each regular legislative session. The chairman may not be a member
12            of the same house of the legislative assembly for consecutive terms. The vice
13            chairman may not be a member of the same house of the legislative assembly as the
14            chairman.
15       3.   The legislative management may appoint a secretary who need not be a member, and
16            shall appoint a director who mustto be in charge of the legislative council and who
17            must be paid such. The director is entitled to a salary asset by the legislative
18            management may determine. The director may employ such persons and obtain the
19            assistance of such research agencies as determined necessary. The director may use
20            available funds for salary adjustments to assist with staff recruitment, retention, and
21            recognition of exceptional performance. The legislative management and the
22            legislative council may accept and use any funds made available through the terms of
23            anyan agreement made with any agency whatsoever for the accomplishment of the
24            purpose of this chapter. Expenditures of funds made available by legislative

1           appropriation must be made in accordance with rules or motions duly approved by the
2           legislative management.
3      SECTION 2. EMERGENCY. This Act is declared to be an emergency measure.
