1 A BILL for an Act to create and enact a new section to chapter 54-03 of the North Dakota
2 Century Code, relating to house standing committee chairmen; to amend and reenact
3 subsection 2 of section 54-35-01 of the North Dakota Century Code, relating to representation
4 on legislative management; to provide an effective date; and to declare an emergency.
5 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
6 SECTION 1. A new section to chapter 54-03 of the North Dakota Century Code is created
7 and enacted as follows:
8 House committee chairmen.
9 1. The majority leader shall appoint two female members from the majority party as
10 chairmen of standing committees.
11 2. To be appointed, the female members must have seniority as evidenced by the
12 member's previous voting history or through support of the platform of the majority
13 party. If the majority party's platform includes support for the right to life of unborn
14 babies, the member must support the right to life of unborn babies.
15 SECTION 2. AMENDMENT. Subsection 2 of section 54-35-01 of the North Dakota Century
16 Code is amended and reenacted as follows:
17 2. In the house of representatives the majority leader shall appoint to the legislative
18 management members elected by the political party with the largest number of
19 members in the house and the minority leader of the house shall appoint to the
20 legislative management members elected by the political party with the next largest
21 number of members in the house. The majority and minority leaders of the house of
22 representatives shall make the appointments so as to give the two political parties
23 having the most members in the house the same total proportionate representation on
24 the legislative management as prevails in the house. In allocating the membership on

1 the legislative management to each political party, the total number of members in the
2 house of representatives must be divided by six; the resulting quotient must then be
3 divided into the number of members of each of the two political parties of the house;
4 the resulting quotient for each party of the house, rounded to the nearest whole
5 number, is the number of members of that political party in the house to be on the
6 legislative management. Notwithstanding this allocation, the minority political party in
7 the house of representatives must be represented by at least two members on the
8 legislative management and the majority party must be represented by at least two
9 female members on the legislative management, to be appointed by the female
10 members of the majority party.
11 SECTION 3. EFFECTIVE DATE. Section 1 of this Act is effective January 1, 2025.
12 SECTION 4. EMERGENCY. Section 2 of this Act is declared to be an emergency measure.
