1 A BILL for an Act to create and enact a new section to chapter 15-10 of the North Dakota
2 Century Code, relating to the workforce education innovation program; to provide for a
3 legislative management report; and to provide an appropriation.
4 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
5 SECTION 1. A new section to chapter 15-10 of the North Dakota Century Code is created
6 and enacted as follows:
7 Workforce education innovation program - Report to legislative management.
8 1. The state board of higher education may provide award funds to institutions under its
9 control to create or enhance educational programs that address the workforce needs
10 of North Dakota business and industry. An award made under this section may be
11 used for curriculum development, equipment and technology purchases, facility
12 modifications and equipment installation, hiring and training new and existing
13 instructors, educational program promotion, and enhancement of postsecondary
14 partnerships with primary and secondary schools.
15 2. Awards under this section must be reviewed and approved by the state board of
16 higher education.
17 3. The state board of higher education shall provide a biennial program report to the
18 legislative management by September first of each even-numbered year. The report
19 must include information by institution regarding:
20 a. The number, amount, and type of awards;
21 b. The name of each educational program created, enhanced, or promoted;
22 c. The amount and percentage of funds used for leadership and coordination costs;

1 d. Detailed expense reports, including the type of equipment and technology
2 purchased and the number of instructors hired or trained.
3 SECTION 2. APPROPRIATION - STATE BOARD OF HIGHER EDUCATION -
4 WORKFORCE EDUCATION INNOVATION PROGRAM. There is appropriated out of any
5 moneys in the general fund in the state treasury, not otherwise appropriated, the sum of
6 $24,000,000, or so much of the sum as may be necessary, to the state board of higher
7 education for the purpose of awarding workforce education innovation funds to eligible
8 institutions, for the biennium beginning July 1, 2023, and ending June 30, 2025. Of the amount
9 appropriated, the state board of higher education may use up to $200,000 for program
10 administration.
