1 A BILL for an Act to provide for a legislative management study regarding a juvenile delinquency
2 offense code.
3 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
4 SECTION 1. JUVENILE JUSTICE STUDY - JUVENILE DELINQUENCY OFFENSE
5 CODE - REPORT. During the 2023-24 interim, the legislative management, in collaboration with
6 the commission on juvenile justice, shall study the criminal code to ensure equitable application
7 to youths charged with juvenile delinquencies. The study must include consideration of the
8 desirability and feasibility of a separate juvenile delinquency offense code, whether a separate
9 and unique classification of criminal offenses for juveniles should be created, and which criminal
10 offenses should receive a distinct classification for juvenile offenders, if any. In conducting the
11 study, the legislative management and the commission on juvenile justice may seek technical
12 assistance, as appropriate, from the council of state governments' justice center. The legislative
13 management shall report its findings and recommendations, together with any legislation
14 required to implement the recommendations, to the sixty-ninth legislative assembly.
