1 A BILL for an Act to require human service centers to become certified community behavioral
2 health clinics.
3 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
4 SECTION 1. DEPARTMENT OF HEALTH AND HUMAN SERVICES - HUMAN SERVICE
5 CENTERS - CERTIFIED COMMUNITY BEHAVIORAL HEALTH CLINICS. Beginning with the
6 effective date of this Act, each human service center shall begin the process of becoming a
7 certified community behavioral health clinic to provide continuous community-based behavioral
8 health and related physical health care services for children and adults. Any human service
9 center unable to become a certified community behavioral health clinic by July 1, 2025, must be
10 dissolved. The executive director of the department of health and human services shall ensure
11 any treatment needs of individuals seeking services, as defined in chapter 50-06, at a dissolved
12 human service center are provided by human service zones in the region. Any services
13 provided by a human service zone pursuant to this section must be provided in collaboration
14 with the counties located within the human service zone.
