  A BILL for an Act to create and enact a new section to chapter 15-10 of the North Dakota
  Century Code, relating to high-demand certificates scholarships; and to provide an
  appropriation.
  BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
      SECTION 1. A new section to chapter 15-10 of the North Dakota Century Code is created
  and enacted as follows:
      High-demand certificates scholarship.
      1.   The state board of higher education shall adopt policies and procedures to develop,
           implement, promote, and administer a high-demand certificates scholarship program
          to encourage residents of the state to enroll in educational programs for commercial
          driver's license and certified nursing assistant certificates.
     2.   Individuals enrolled in a qualifying educational program with a physical presence in
          this state may apply for a scholarship under this section. Eligible applicants must be
          enrolled in a commercial driver's license or certified nursing assistant program at an
          accredited institution or other program approved by the board of career and technical
          education.
     3.   Subject to legislative appropriations, eligible applicants may be awarded up to five
          hundred dollars to assist the student with the costs of completing the qualifying
          educational program.
     4.   The state board of higher education shall distribute grants to the accredited institution
          or other program approved by the board of career and technical education to provide
          the amounts necessary for the scholarships awarded to the students enrolled in each
          institution or program.

     SECTION 2. APPROPRIATION - STATE BOARD OF HIGHER EDUCATION - HIGH-
 DEMAND CERTIFICATES SCHOLARSHIP. There is appropriated out of any moneys in the
 general fund in the state treasury, not otherwise appropriated, the sum of $1,000,000, or so
 much of the sum as may be necessary, to the state board of higher education for the purpose of
 providing financial assistance to students eligible for the high-demand certificates scholarship
 program, for the biennium beginning July 1, 2023, and ending June 30, 2025.
