1 A BILL for an Act to amend and reenact subsection 1 of section 15-62.4-03 of the North Dakota
2 Century Code, relating to student financial assistance grants; to provide an appropriation; and
3 to provide for a transfer.
4 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
5 SECTION 1. AMENDMENT. Subsection 1 of section 15-62.4-03 of the North Dakota
6 Century Code is amended and reenacted as follows:
7 1. The state board of higher education shall provide to each eligible student a financial
8 assistance grant in an amount not exceeding:
9 a. One thousand one hundredsix hundred fifty dollars per semester; or
10 b. Seven hundred thirty-threeOne thousand one hundred dollars per quarter.
11 SECTION 2. APPROPRIATION - STATE BOARD OF HIGHER EDUCATION - STUDENT
12 FINANCIAL ASSISTANCE GRANTS. There is appropriated out of any moneys in the general
13 fund in the state treasury, not otherwise appropriated, the sum of $12,000,000, or so much of
14 the sum as may be necessary, to the state board of higher education for the purpose of
15 providing student financial assistance grants, for the biennium beginning July 1, 2023, and
16 ending June 30, 2025.
17 SECTION 3. APPROPRIATION - BOARD OF HIGHER EDUCATION - SCHOLARSHIPS.
18 There is appropriated out of any moneys in the general fund in the state treasury, not otherwise
19 appropriated, the sum of $1,000,000, or so much of the sum as may be necessary, to the state
20 board of higher education for the purpose of providing academic and career and technical
21 education scholarships, for the biennium beginning July 1, 2023, and ending June 30, 2025.
22 SECTION 4. APPROPRIATION - STATE BOARD OF HIGHER EDUCATION -
23 SCHOLARSHIPS - TRANSFER - BANK OF NORTH DAKOTA PROFITS. There is
24 appropriated from special funds, derived from the Bank of North Dakota's current earnings and

1 undivided profits, not otherwise appropriated, the sum of $1,500,000, or so much of the sum as
2 may be necessary, to the state board of higher education for the purpose of providing dual-
3 credit tuition scholarships, for the biennium beginning July 1, 2023, and ending June 30, 2025.
4 The Bank of North Dakota shall transfer the funds appropriated in this section to the state board
5 of higher education as requested by the commissioner of higher education.
