1 A BILL for an Act to provide for a community health worker task force; to provide for a legislative
2 management report; and to provide an appropriation.
3 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
4 SECTION 1. COMMUNITY HEALTH WORKER TASK FORCE - REPORT TO
5 LEGISLATIVE MANAGEMENT.
6 1. During the 2023-24 interim, the department of health and human services shall
7 establish and provide staffing and administrative services to a community health
8 worker task force.
9 2. The membership of the community health worker task force appointed by the
10 department of health and human services must include representatives of the:
11 a. Department of health and human services, including the division of health equity;
12 b. Department of career and technical education;
13 c. Department of public instruction;
14 d. State board of higher education;
15 e. University of North Dakota school of medicine and health sciences center for
16 rural health;
17 f. University of North Dakota and North Dakota state university schools of public
18 health;
19 g. Health insurance sector;
20 h. Health care sector, including qualified service providers; and
21 i. Tribal nations in the state.
22 3. During the 2023-24 interim, the community health worker task force shall:
23 a. Develop a data-driven plan for community health worker education and training,
24 regulation, and medical assistance reimbursement.

1 b. Provide periodic status reports to the legislative management.
2 c. Prepare a bill draft to implement the community health worker plan.
3 4. The department of health and human services shall request introduction of the
4 community health worker task force bill draft to the sixty-ninth legislative assembly.
5 SECTION 2. APPROPRIATION - DEPARTMENT OF HEALTH AND HUMAN SERVICES -
6 COMMUNITY HEALTH WORKER TASK FORCE. There is appropriated out of any moneys in
7 the general fund in the state treasury, not otherwise appropriated, the sum of $75,000, or so
8 much of the sum as may be necessary, to the department of health and human services for the
9 purpose of contracting with a third party to assist the community health worker task force with
10 data collection and meeting facilitation, for the biennium beginning July 1, 2023, and ending
11 June 30, 2025.
