1 A BILL for an Act to create and enact a new section to chapter 15.1-21 of the North Dakota
2 Century Code, relating to the creation of a North Dakota scholarship; to amend and reenact
3 sections 15-10-59, 15.1-21-02.6, 15.1-21-02.8, and 15.1-21-02.9 of the North Dakota Century
4 Code, relating to references to the North Dakota scholarship, North Dakota academic
5 scholarship, and North Dakota career and technical education scholarship; to repeal sections
6 15.1-21-02.4 and 15.1-21-02.5 of the North Dakota Century Code, relating to the North Dakota
7 academic and career and technical education scholarships; and to provide an effective date.
8 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
9 SECTION 1. AMENDMENT. Section 15-10-59 of the North Dakota Century Code is
10 amended and reenacted as follows:
11 15-10-59. Annual report - Scholarships.
12 The state board of higher education shall provide to the legislative management an annual
13 report regarding the number of North Dakota scholarships, North Dakota academic
14 scholarships, and North Dakota career and technical education scholarships provided and
15 demographic information pertaining to the recipients.
16 SECTION 2. AMENDMENT. Section 15-10-59 of the North Dakota Century Code is
17 amended and reenacted as follows:
18 15-10-59. Annual report - Scholarships.
19 The state board of higher education shall provide to the legislative management an annual
20 report regarding the number of North Dakota scholarships, North Dakota academic
21 scholarships, and North Dakota career and technical education scholarships provided and
22 demographic information pertaining to the recipients.
23 SECTION 3. A new section to chapter 15.1-21 of the North Dakota Century Code is created
24 and enacted as follows:

1 North Dakota scholarship.
2 Any resident student who meets the requirements of section 15.1-21-02.6 is eligible to
3 receive a North Dakota scholarship if the student:
4 1. Completed an individual consultative process or a nine-week course under
5 subsection 2 of section 15.1-21-18;
6 2. Completed the civics test under section 15.1-21-27;
7 3. Completed a four-year rolling plan, as determined by the superintendent of public
8 instruction;
9 4. Obtained a cumulative grade point average of at least 3.0 on a 4.0 grading scale;
10 5. Completed the requirements in at least four of the following while enrolled in grades
11 nine through twelve:
12 a. Twenty-five hours of community service;
13 b. A ninety-five percent attendance rate as determined under section 15.1-20-02.1,
14 not including any school-related absences;
15 c. A career exploration experience, as determined by the superintendent of public
16 instruction;
17 d. At least two years in organized cocurricular activities;
18 e. At least two years in organized extracurricular activities;
19 f. A capstone project, as determined by the superintendent of public instruction;
20 g. An online learning course; and
21 h. Successful demonstration of competency in twenty-first century skills, as
22 determined by the superintendent of public instruction; and
23 6. Completed the requirements in two of the following subdivisions while enrolled in
24 grades nine through twelve:
25 a. (1) Received:
26 (a) A composite score of at least twenty-four on an ACT; or
27 (b) A score of at least 1180 on an SAT; and
28 (2) Completed the requirements in at least two of the following:
29 (a) A grade of at least "C" in an advanced placement course;
30 (b) A grade of at least "C" in a dual-credit English or mathematics course;
31 (c) A grade of at least "C" in one unit of algebra II;

1 (d) A score of at least three on an advanced placement examination;
2 (e) A score of at least four on an international baccalaureate examination;
3 and
4 (f) A cumulative grade point average of at least 3.0 on a 4.0 grading
5 scale in core courses required for admission to institutions of higher
6 education under the control of the state board of higher education;
7 b. (1) Earned four units of career and technical education, including two units from
8 a coordinated plan of study recommended by the department of career and
9 technical education and approved by the superintendent of public
10 instruction;
11 (2) Received:
12 (a) A composite score of at least twenty-four on an ACT; or
13 (b) A score of at least five on each of three WorkKeys assessments
14 recommended by the department of career and technical education
15 and approved by the superintendent of public instruction; and
16 (3) Successfully completed the requirements in at least two of the following:
17 (a) A career-ready practices course developed and recommended by the
18 department of career and technical education and approved by the
19 superintendent of public instruction;
20 (b) A grade of at least "C" in a dual-credit course;
21 (c) A technical assessment or industry credential, as determined by the
22 department of career and technical education;
23 (d) Forty hours in a workplace learning experience, approved by the
24 superintendent of public instruction;
25 (e) Forty hours in a work-based learning experience aligned to the
26 Strengthening Career and Technical Education for the 21st Century
27 Act [Pub. L. 115-224; 132 Stat. 1563; 20 U.S.C. 2301 et seq.]; and
28 (f) Received:
29 [1] A score of at least three on a reading and mathematics
30 assessment administered under subsection 1 of section
31 15.1-21-08 while enrolled in grades nine through twelve; or

1 [2] ACT scores of at least nineteen in English and at least
2 twenty-two in mathematics if the school in which the student was
3 enrolled used an ACT assessment for accountability; or
4 c. (1) Received:
5 (a) A score of at least thirty-one on an ASVAB test and successfully
6 completed basic training in one of the branches of the United States
7 military; or
8 (b) A score of at least eighty-five on an ASVAB test;
9 (2) Obtained a grade of at least "C" in a physical education course; and
10 (3) Completed any two of subparagraphs a through f of paragraph 2 of
11 subdivision a, or any two of subparagraphs a through f of paragraph 3 of
12 subdivision b.
13 SECTION 4. AMENDMENT. Section 15.1-21-02.6 of the North Dakota Century Code is
14 amended and reenacted as follows:
15 15.1-21-02.6. North Dakota scholarship - Amount - Applicability.
16 1. a. The state board of higher education shall provide to any student certified as
17 being eligible by the superintendent of public instruction either a North Dakota
18 scholarship, a North Dakota academic scholarship, or a North Dakota career and
19 technical education scholarship in the amount of seven hundred fifty dollars for
20 each semester during which the student is enrolled full time at an accredited
21 institution of higher education in this state, maintains a cumulative grade point
22 average of 2.75, and maintains progress toward degree completion.
23 b. The state board of higher education shall provide to any student certified as
24 being eligible by the superintendent of public instruction either a North Dakota
25 scholarship, a North Dakota academic scholarship, or a North Dakota career and
26 technical education scholarship in the amount of five hundred dollars for each
27 quarter during which the student is enrolled full time at an accredited institution of
28 higher education in this state, maintains a cumulative grade point average of
29 2.75, and maintains progress toward degree completion.
30 2. The state board shall monitor each scholarship recipient to ensure that the student
31 meets the academic and other requirements of this section. Upon determining that a

1 recipient student has failed to meet the requirements of this section, the board shall
2 provide notification to the student within ten days.
3 3. A student is not entitled to receive more than six thousand dollars under this section.
4 4. The state board of higher education shall forward the scholarship directly to the
5 institution in which the student is enrolled.
6 5. a. (1) This section does not require a student to be enrolled in consecutive
7 semesters.
8 (2) This section does not require a student to be enrolled in consecutive
9 quarters.
10 b. A scholarship under this section is valid only for six academic years after the
11 student's graduation from high school and may be applied to a graduate program.
12 6. A scholarship under this section is available to any eligible resident student who fulfills
13 the requirements of section 15.1-21-02.4, or section 15.1-21-02.5, or section 2 of this
14 Act and who:
15 a. Graduates from a high school in this state;
16 b. Graduates from a high school in a bordering state under chapter 15.1-29;
17 c. Graduates from a nonpublic high school in a bordering state while residing with a
18 custodial parent in this state; or
19 d. Completes a program of home education supervised in accordance with chapter
20 15.1-23.
21 7. a. For purposes of North Dakota scholarship eligibility under this section, "full-time"
22 has the same meaning as the term is defined by the institution the student is
23 attending.
24 b. A student who is enrolled less than full-time may retain scholarship eligibility if the
25 student is in the final semester or quarter before graduation. The waiver of the
26 full-time enrollment status requirement for scholarship eligibility may not apply to
27 a student more than once.
28 c. For the purpose of North Dakota scholarship eligibility under this section,
29 "progress toward degree completion" means earning the following minimum
30 number of credits after each semester or quarter term disbursement to qualify for
31 the subsequent disbursement:

1 (1) Twenty-four credits after disbursement two;
2 (2) Thirty-nine credits after disbursement three;
3 (3) Fifty-four credits after disbursement four;
4 (4) Sixty-nine credits after disbursement five;
5 (5) Eighty-four credits after disbursement six; and
6 (6) Ninety-nine credits after disbursement seven.
7 SECTION 5. AMENDMENT. Section 15.1-21-02.6 of the North Dakota Century Code is
8 amended and reenacted as follows:
9 15.1-21-02.6. North Dakota scholarship - Amount - Applicability.
10 1. a. The state board of higher education shall provide to any student certified as
