1 A concurrent resolution directing the Legislative Management to consider studying the
2 necessary steps and resources, including funding, to eliminate human immunodeficiency virus
3 (HIV) and acquired immunodeficiency syndrome (AIDS) in North Dakota.
4 WHEREAS, the President of the United States announced a plan in coordination with the
5 United States Department of Health and Human Services to eliminate the transmission of HIV
6 by 2030; and
7 WHEREAS, the United States Department of Health and Human Services initiative will aim
8 to reduce new HIV infections by 75 percent within the next 5 years and 90 percent within the
9 next 10 years; and
10 WHEREAS, individuals living with HIV infection who receive proper treatment and care can
11 live healthy, productive lives; and
12 WHEREAS, individuals living with HIV infection who achieve and maintain viral suppression
13 effectively have no risk of sexual transmission to others; and
14 WHEREAS, individuals at high risk for HIV infection can reduce their risk of acquiring HIV
15 significantly by taking medications known as pre-exposure prophylaxis; and
16 WHEREAS, community-based testing and treatment, as well as state resources, are vital to
17 achieve eradication of HIV transmission; and
18 WHEREAS, North Dakota may require additional resources to achieve the goal of ending
19 the HIV and AIDS epidemic in North Dakota; and
20 WHEREAS, the number of new HIV infections has nearly tripled in North Dakota in the past
21 10 years; and
22 WHEREAS, expanding access to education, testing, prevention services, and quality care
23 and treatment will reduce HIV transmission in North Dakota; and
24 WHEREAS, data obtained from a study will identify areas in greatest need of resources for
25 prevention and treatment; and

1 WHEREAS, a study will determine the funding required by the state to meet the policy
2 goals outlined by the federal government;
3 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
4 NORTH DAKOTA, THE SENATE CONCURRING THEREIN:
5 That the Legislative Management consider studying the necessary steps and resources,
6 including funding, to eliminate HIV and AIDS in North Dakota; and
7 BE IT FURTHER RESOLVED, that the Legislative Management report its findings and
8 recommendations, together with any legislation required to implement the recommendations, to
9 the Sixty-seventh Legislative Assembly.
