Makes the following changes to SL 1967-571. Removes directive that Pitt County and the City of Greenville both pay half of the cost of operation and maintenance of the airport and landing field. Instead, now directs payments for those things to be made in proportions jointly determined by the governing body of the County and the governing body of the City. Removes limitation that other legally available funds used for those payments not be derived from the levy of ad valorem taxes unless approved by County and City voters.
Amends the scope of the plan that the Pitt County-City of Greenville Airport Authority (Authority) submits to the County and City by making clarifying changes. Specifies that any acquisition of additional land requires the approval of both governing bodies of the County and City after a public hearing that occurs at a regularly scheduled meeting. Removes directive that the municipalities each pay half of the costs for any approved plan. Instead, directs payments be made in proportions jointly determined by each municipality’s governing body. Removes limitation that the described bonds used for those payments not be derived from the levy of ad valorem taxes or bonds unless approved by County and City voters.
Specifies that bonds issued are issued pursuant to the Local Government Bond Act (Article 4 of GS Chapter 159).
Removes the regulations of the dissolved federal Civil Aeronautics Board as a body of law that the Authority is authorized to adopt rules that are in conformity thereof. Updates reference from “Federal Aviation Agency” to “Federal Aviation Administration.”
Updates statutory cross-references, constitutional cross-references, and corrects title of “Model Zoning Act” to “Model Airport Zoning Act.” Makes conforming changes to Section 6 of SL 1967-571.
