House amendments make the following changes to the 1st edition.
Amendment #1
Removes provisions appropriating $4.1 million from the General Fund to the Department of Public Instruction for 2025-26 to be allocated by the Superintendent of Public Instruction on a first-come, first-served basis to governing bodies of public school units in an amount sufficient to purchase and install one automatic external defibrillators (AED) per school and train personnel on the proper use of the AED as required by this act. Authorizes the State Board of Education (Board) to adopt emergency rules to implement the act for the 2025-26 school year. Changes the effective date to when the act becomes law (was, July 1, 2025). 
Amendment #2
Inserts whereas clauses that describe how Representative Becky Carney's life was saved by the presence of an AED when she went into cardiac arrest in the building of the General Assembly on April 2, 2009. Titles the act, "The Rep. Becky Carney Cardiac Arrest Act."  Makes organizational changes.
