3 THE MATTERS THAT MAY BE CONSIDERED UPON RECONVENING ON THOSE
4 DATES AND ADJOURNING THE 2023 REGULAR SESSION OF THE GENERAL
5 ASSEMBLY SINE DIE THEREAFTER.
6 Be it resolved by the Senate, the House of Representatives concurring:
7 SECTION 1.(a) When the House of Representatives and the Senate adjourn on
8 Friday, June 28, 2024, they stand adjourned to reconvene on Wednesday, July 10, 2024, at 12:00
9 noon.
10 SECTION 1.(b) During the regular session that reconvenes on Wednesday, July 10,
11 2024, only the following matters may be considered:
12 (1) Bills returned by the Governor with his objections under Section 22 of Article
13 II of the North Carolina Constitution, but solely for the purpose of considering
14 overriding of the veto upon reconsideration of the bill.
15 (2) Bills providing for the selection, appointment, or confirmation as required by
16 law, including the filling of vacancies of positions for which the appointees
17 were elected by the General Assembly upon recommendation of the Speaker
18 of the House of Representatives, President of the Senate, President Pro
19 Tempore of the Senate, or a minority leader of a chamber of the General
20 Assembly.
21 (3) Bills providing for action on gubernatorial nominations or appointments.
22 (4) Bills responding to actions related to litigation challenging the legality of
23 legislative enactments.
24 (5) Any bills relating to election laws, including bills concerning the districts for
25 Congressional, State House, State Senate, judicial, municipal, county, and
26 other elected officials, and containing no other matters.
27 (6) Bills providing for impeachment pursuant to Article IV of the North Carolina
28 Constitution or Chapter 123 of the General Statutes.
29 (7) Simple resolutions addressing organizational matters of each respective
30 house.
31 (8) Adoption of conference reports.
32 (9) A joint resolution further adjourning the 2023 Regular Session, amending a
33 joint resolution adjourning the 2023 Regular Session, or adjourning the 2023
34 Regular Session, sine die.

7 SECTION 3.(a) When the House of Representatives and the Senate adjourn on
8 Wednesday, September 25, 2024, they stand adjourned to reconvene on Monday, November 18,
9 2024, at 12:00 noon.
10 SECTION 3.(b) During the regular session that reconvenes on Monday, November
11 18, 2024, only the following matters may be considered:
12 (1) Bills directly and primarily affecting the State budget, including (i) the budget
13 of an occupational licensing board for fiscal year 2024-2025 and (ii) bills
14 authorizing a fee for a unit of State government or political subdivision of the
15 State, provided that the bill was introduced in the House of Representatives or
16 filed for introduction in the Senate no later than 4:00 P.M. Thursday, May 2,
17 2024.
18 (2) Bills:
19 a. Proposing an amendment or amendments to the North Carolina
20 Constitution and containing no other matter.
21 b. Proposing an amendment or amendments to the North Carolina
22 Constitution and containing no other matter other than statutory
23 conforming changes to implement such bills.
24 c. Solely making statutory and transitional changes to implement bills
25 under sub-subdivision a. of this subdivision.
26 (3) Bills and resolutions introduced in 2023 (i) that passed third reading in 2023
27 in the house in which introduced, were received in the other house in
28 accordance with Senate Rule 41 or House Rule 31.1(h), as appropriate, and
29 not disposed of in the other house by tabling, unfavorable committee report,
30 indefinite postponement, or failure to pass any reading, and which do not
31 violate the rules of the receiving house or (ii) not subject to the deadline set
32 forth in Senate Rule 41 or House Rule 31.1(h), as appropriate.
33 (4) Bills and resolutions implementing the recommendations of:
34 a. Study commissions, authorities, and statutory commissions authorized
35 or directed to report to the 2023 Regular Session.
36 b. The General Statutes Commission, the Courts Commission, or any
37 commission created under Chapter 120 of the General Statutes that is
38 authorized or directed to report to the General Assembly.
39 c. The House Ethics Committee.
40 d. Select committees.
41 e. The Joint Legislative Ethics Committee or its Advisory
42 Subcommittee.
43 A bill authorized by this subdivision must have been filed for introduction in
44 the Senate or introduced in the House of Representatives no later than 4:00
45 P.M. Wednesday, May 1, 2024.
46 (5) Any local bill that was introduced in the House of Representatives or filed for
47 introduction in the Senate by 4:00 P.M. Tuesday, May 7, 2024.
48 (6) Bills providing for the selection, appointment, or confirmation as required by
49 law, including the filling of vacancies of positions for which the appointees
50 were elected by the General Assembly upon recommendation of the Speaker
51 of the House of Representatives, President of the Senate, President Pro

1 Tempore of the Senate, or a minority leader of a chamber of the General
2 Assembly.
3 (7) Bills providing for action on gubernatorial nominations or appointments.
4 (8) Any matter authorized by joint resolution passed by a two-thirds majority of
5 the members of the House of Representatives present and voting and by a
6 two-thirds majority of the members of the Senate present and voting. A bill or
7 resolution filed in either house under the provisions of this subdivision shall
8 have a copy of the ratified enabling resolution attached to the jacket before
9 filing for introduction in the Senate or introduction in the House of
10 Representatives.
11 (9) A joint resolution authorizing the introduction of a bill pursuant to subdivision
12 (8) of this section.
13 (10) Any bills primarily affecting any State or local pension or retirement system
14 that were introduced in the House of Representatives or filed for introduction
15 in the Senate no later than 4:00 P.M. Thursday, May 2, 2024.
16 (11) Joint resolutions and simple resolutions authorized for introduction under
17 Senate Rule 40.1 or House Rule 31.
18 (12) Bills returned by the Governor with objections under Section 22 of Article II
19 of the North Carolina Constitution, but solely for the purpose of considering
20 overriding of the veto upon reconsideration of the bill.
21 (13) Bills responding to actions related to litigation challenging the legality of
22 legislative enactments.
23 (14) Any bills relating to election laws, including bills concerning the districts for
24 Congressional, State House, State Senate, judicial, municipal, county, and
25 other elected officials.
26 (15) Bills to disapprove rules under G.S. 150B-21.3.
27 (16) Bills providing for impeachment pursuant to Article IV of the North Carolina
28 Constitution or Chapter 123 of the General Statutes.
29 (17) A joint resolution further adjourning the 2023 Regular Session, amending a
30 joint resolution adjourning the 2023 Regular Session, or adjourning the 2023
31 Regular Session, sine die.
32 SECTION 4.(a) When the House of Representatives and the Senate adjourn on
33 Friday, November 22, 2024, they stand adjourned to reconvene on Monday, December 30, 2024,
34 at 12:00 noon.
35 SECTION 4.(b) During the regular session that reconvenes on Monday, December
36 30, 2024, only the following matters may be considered:
37 (1) Bills returned by the Governor with his objections under Section 22 of Article
38 II of the North Carolina Constitution, but solely for the purpose of considering
39 overriding of the veto upon reconsideration of the bill.
40 (2) Bills providing for the selection, appointment, or confirmation as required by
41 law, including the filling of vacancies of positions for which the appointees

9 SECTION 5. When the House of Representatives and the Senate, constituting the
10 2023 Regular Session of the General Assembly, adjourn on Monday, December 30, 2024, they
11 stand adjourned sine die.
12 SECTION 6. The Speaker of the House of Representatives or the President Pro
13 Tempore of the Senate may authorize appropriate committees or subcommittees of their
14 respective houses to meet during the interims between sessions to (i) review matters related to
15 the State budget for the 2023-2025 fiscal biennium, (ii) prepare reports, including revised budgets
16 for the 2023-2025 fiscal biennium, or (iii) consider any other matters as the Speaker of the House
17 of Representatives or the President Pro Tempore of the Senate deems appropriate. A conference
18 committee may meet in the interim upon approval by the Speaker of the House of Representatives
19 or the President Pro Tempore of the Senate.
20 SECTION 7. This resolution is effective upon ratification.
