2 AN ACT TO AMEND THE CONSTITUTION OF NORTH CAROLINA TO PROVIDE FOR
3 CITIZENS-ONLY VOTING.
4 The General Assembly of North Carolina enacts:
5 SECTION 1. Section 1 of Article VI of the North Carolina Constitution reads as
6 rewritten:
7 "Section 1. Who may vote.
8 Every person born in the United States and every person who has been naturalized, Only a
9 citizen of the United States who is 18 years of age, age and possessing the qualifications set out
10 in this Article, shall be entitled to vote at any election by the people of the State, except as herein
11 otherwise provided.State."
12 SECTION 2. The amendment set out in Section 1 of this act shall be submitted to
13 the qualified voters of the State at the statewide general election to be held on November 5, 2024,
14 which election shall be conducted under the laws then governing elections in the State. Ballots,
15 voting systems, or both may be used in accordance with Chapter 163 of the General Statutes. The
16 question to be used in the voting systems and ballots shall be:
17 "[ ] FOR [ ] AGAINST
18 Constitutional amendment to provide that only a citizen of the United States who is
19 18 years of age and otherwise possessing the qualifications for voting shall be entitled to vote at
20 any election in this State."
21 SECTION 3. If a majority of votes cast on the question are in favor of the amendment
22 set out in Section 1 of this act, the State Board of Elections shall certify the amendment to the
23 Secretary of State. The Secretary of State shall enroll the amendment so certified among the
24 permanent records of that office. If a majority of votes cast on the question are against the
25 amendment set out in Section 1 of this act, the amendment shall have no effect.
26 SECTION 4. The amendment set out in Section 1 of this act is effective upon
27 certification.
28 SECTION 5. Except as otherwise provided, this act is effective when it becomes
29 law.
