Short Title: Diabetes Education for Parents. (Public)

2 AN ACT TO REQUIRE PUBLIC SCHOOL UNITS TO PROVIDE INFORMATION ABOUT
3 DIABETES TO PARENTS AND LEGAL GUARDIANS.
4 The General Assembly of North Carolina enacts:
5 SECTION 1. Article 7B of Chapter 115C of the General Statutes is amended by
6 adding a new Part to read:
7 "Part 7. Health and Safety Requirements.
8 "ยง 115C-77. Diabetes information.
9 The governing body of a public school unit shall ensure that each school provides parents
10 and legal guardians with information about type 1 and type 2 diabetes at the beginning of every
11 school year. This information shall include all of the following:
12 (1) A description of type 1 and type 2 diabetes.
13 (2) A description of the risk factors and warning signs associated with type 1 and
14 type 2 diabetes.
15 (3) A recommendation that if a student is displaying warning signs associated
16 with diabetes, the parent or guardian of the student shall consult with the
17 primary care provider of the student to determine if immediate screening for
18 diabetes is appropriate.
19 (4) A description of the screening process for and stages of diabetes.
20 (5) A recommendation that if a student receives a diabetes diagnosis, the parents
21 or guardians of the student should consult with the primary care provider of
22 the student to develop an appropriate treatment plan.
23 (6) Notification that the school is required to assist students with diabetes in
24 accordance with the rules adopted by the State Board of Education pursuant
25 to G.S. 115C-12(31)."
26 SECTION 2. There is appropriated from the General Fund to the Department of
27 Public Instruction the sum of ten thousand dollars ($10,000) in nonrecurring funds for the
28 2024-2025 fiscal year to assist the Department in developing and distributing guidance to public
29 school units on implementing the provisions of this act.
30 SECTION 3. The act becomes effective July 1, 2024, and applies beginning with the
31 2024-2025 school year.
