3 MENTORING AND TO APPROPRIATE FUNDS TO SUPPORT YOUTH MENTORING
4 INITIATIVES.
5 The General Assembly of North Carolina enacts:
6 SECTION 1. Article 9 of Chapter 143B of the General Statutes is amended by adding
7 a new Part to read:
8 "Part 10G. North Carolina Commission on Youth Mentoring.
9 "§ 143B-394.40. North Carolina Commission on Youth Mentoring – members; selection;
10 quorum; compensation.
11 (a) Creation and Duties. – There is established the North Carolina Commission on Youth
12 Mentoring of the Department of Administration. The Commission shall have the following
13 powers and duties:
14 (1) Establish a grant program for small- to medium-sized youth nonprofit
15 mentoring organizations located in North Carolina with the intended goals of
16 (i) sustaining current and new community programs that are effectively
17 reaching young people, (ii) reducing risk behavior factors, specifically
18 substance use disorders and gang involvement, and (iii) increasing the number
19 of positive adult and community connections for young people.
20 (2) Develop an application process for the program and inform mentoring
21 organizations how to apply.
22 (3) Provide an annual report on or before December 1 on the distributions of the
23 grants to the chairs of the House Appropriations Committee on General
24 Government, the chairs of the Senate Appropriations Committee on General
25 Government and Information Technology, and the Fiscal Research Division.
26 The report shall include the following:
27 a. The number of organizations that applied for grants.
28 b. The amount of grant funds awarded and the names of the recipients.
29 c. The balance of funds remaining.
30 (4) Consult with the Council for Women and Youth Involvement as needed.
31 (5) Advise the Secretary of Administration upon any matter the Secretary may
32 refer to the Commission.
33 (b) Membership. – The Commission shall consist of 14 members appointed by the
34 Governor as follows:
35 (1) One representative of a local mentoring or youth development nonprofit
36 organization.

1 (2) One representative of a national affiliate mentoring or youth development
2 nonprofit organization.
3 (3) Two representatives between the ages of 16 to 25 who are participants in
4 mentoring programs.
5 (4) Two representatives of the business/entrepreneurship community.
6 (5) Two representatives of the philanthropic community.
7 (6) One representative of the Department of Health and Human Services.
8 (7) One representative of the Department of Public Instruction.
9 (8) One designee from the Governor's Office.
10 (9) One member selected among local educators.
11 (10) One representative of the faith community.
12 (11) One representative from local governments in the State.
13 (c) Terms and Chair. – Members shall serve three-year terms, with no prohibition against
14 being reappointed. Any individual appointed to serve on the Commission shall serve until his or
15 her successor is appointed and qualified. The Commission shall elect a chair and vice-chair from
16 its membership to serve a term of one year. No person may serve as chairperson for more than
17 two consecutive years.
18 (d) Meetings. – The chair shall convene the Commission. Meetings shall be held as often
19 as necessary, but not less than four times a year.
20 (e) Quorum. – A majority of the members of the Commission shall constitute a quorum
21 for the transaction of business. The affirmative vote of a majority of the members present at
22 meetings of the Commission shall be necessary for action to be taken by the Commission.
23 (f) Vacancies. – A vacancy on the Commission or as chair of the Commission resulting
24 from the resignation of a member or otherwise shall be filled in the same manner in which the
25 original appointment was made, and the term shall be for the balance of the unexpired term.
26 (g) Removal. – The Commission may remove a member for misfeasance, malfeasance,
27 nonfeasance, or neglect of duty.
28 (h) Compensation. – Commission members shall receive no per diem for their services
29 but shall be entitled to receive travel allowances in accordance with the provisions of G.S. 138-5
30 or G.S. 138-6, as appropriate.
31 (i) Staffing. – The Secretary of the Department of Administration shall be responsible
32 for staffing the Commission.
33 (j) Funding. – From funds available to the Department of Administration, the Secretary
34 shall allocate monies to fund the work of the Commission."
35 SECTION 2. There is appropriated from the General Fund to the Department of
36 Administration, North Carolina Commission on Youth Mentoring, as enacted by Section 1 of
37 this act, the sum of one million five hundred thousand dollars ($1,500,000) for the 2024-2025
38 fiscal year in recurring funds to be used to provide grants to mentoring organizations that meet
39 the criteria established by subsection (a) of G.S. 143B-394.40, as enacted by Section 1 of this
40 act.
41 SECTION 3. This act becomes effective July 1, 2024.
