2 AN ACT STANDING UP TO HATE AND LEADING WITH OUR MORAL PRINCIPLES.
3 The General Assembly of North Carolina enacts:
4 SECTION 1. Chapter 12 of the General Statutes is amended by adding a new section
5 to read:
6 "§ 12-13.2. Definition of antisemitism.
7 (a) North Carolina adopts the Working Definition of Antisemitism adopted by the
8 International Holocaust Remembrance Alliance on May 26, 2016, including the contemporary
9 examples of antisemitism set forth therein, as a tool and guide for training, education,
10 recognizing, and combating antisemitic hate crimes or discrimination and for tracking and
11 reporting antisemitic incidents in this State.
12 (b) The provisions of this section shall not be construed to diminish or infringe upon any
13 right protected under the First Amendment to the United States Constitution or the Constitution
14 of North Carolina."
15 SECTION 2. Effective July 1, 2024, there is appropriated from the General Fund to
16 the Department of Administration the sum of ten thousand dollars ($10,000) for the 2024-2025
17 fiscal year to fund implementation of, and education about, the provisions of this act.
18 SECTION 3. Except as otherwise provided, this act is effective when it becomes
19 law.
