2 AN ACT TO REALIGN THE TERMS OF OFFICE FOR CERTAIN MEMBERS OF THE
3 BOARDS OF TRUSTEES OF CERTAIN COMMUNITY COLLEGES.
4 The General Assembly of North Carolina enacts:

6 PART I. COLLEGE OF THE ALBEMARLE
7 SECTION 1. Notwithstanding G.S. 115D-13, as amended by Section 6.10(o) of S.L.
8 2023-134, the terms of office for certain members of the Board of Trustees of the College of The
9 Albemarle shall be revised as follows:
10 (1) For the additional term to be elected by the Chowan County Board of
11 Commissioners, the Board shall elect one trustee to a term of one year,
12 beginning July 1, 2024, so that the term expires June 30, 2025.
13 (2) For the one term elected by the Dare County Board of Commissioners that
14 expires June 30, 2025, the Board shall elect one trustee to a term of one year,
15 beginning July 1, 2025, so that the term expires June 30, 2026.
16 (3) For the additional term to be elected by the Currituck County Board of
17 Commissioners, the Board shall elect one trustee to a term of two years,
18 beginning July 1, 2024, so that the term expires June 30, 2026.
19 (4) For the additional term to be elected by the Gates County Board of
20 Commissioners, the Board shall elect one trustee to a term of two years,
21 beginning July 1, 2024, so that the term expires June 30, 2026.
22 (5) For the additional term to be elected by the Camden County Board of
23 Commissioners, the Board shall elect one trustee to a term of three years,
24 beginning July 1, 2024, so that the term expires June 30, 2027.
25 (6) For the additional term to be elected by the Perquimans County Board of
26 Commissioners, the Board shall elect one trustee to a term of three years,
27 beginning July 1, 2024, so that the term expires June 30, 2027.

29 PART II. HALIFAX COMMUNITY COLLEGE
30 SECTION 2. Notwithstanding G.S. 115D-13, as amended by Section 6.10(o) of S.L.
31 2023-134, the terms of office for certain members of the Board of Trustees of Halifax Community
32 College shall be revised as follows:
33 (1) Of the two terms elected by the Halifax County Board of Commissioners that
34 are expiring June 30, 2024, the Board shall elect one trustee to a term of two
35 years, beginning July 1, 2024, so that the term expires June 30, 2026.

1 (2) Of the two terms elected by the Halifax County Board of Education that expire
2 June 30, 2025, the General Assembly, upon the recommendation of the
3 Speaker of the House of Representatives, shall appoint one trustee to a term
4 of three years, beginning July 1, 2025, so that the term expires June 30, 2028.
5 (3) Of the two additional terms to be elected by the Northampton County Board
6 of Commissioners, the Board shall elect one trustee to a term of two years,
7 beginning July 1, 2024, so that the term expires June 30, 2026.

9 PART III. ROANOKE-CHOWAN COMMUNITY COLLEGE
10 SECTION 3. Notwithstanding G.S. 115D-13, as amended by Section 6.10(o) of S.L.
11 2023-134, the terms of office for certain members of the Board of Trustees of Roanoke-Chowan
12 Community College shall be revised as follows:
13 (1) For the two additional terms to be elected by the Northampton County Board
14 of Commissioners, the Board shall do the following:
15 a. Elect one trustee to a term of one year, beginning July 1, 2024, so that
16 the term expires June 30, 2025.
17 b. Elect one trustee to a term of three years, beginning July 1, 2024, so
18 that the term expires June 30, 2027.
19 (2) Of the two additional terms to be elected by the Bertie County Board of
20 Commissioners, the Board shall elect one trustee to a term of two years,
21 beginning July 1, 2024, so that the term expires June 30, 2026.

23 PART IV. MISCELLANEOUS
24 SECTION 4.(a) For the boards of trustees of the community colleges addressed in
25 this act, in accordance with G.S. 115D-12, G.S. 115D-13, and Section 6.10 of S.L. 2023-134, the
26 following shall apply for any seat in which a specific term length is not provided or revised:
27 (1) For current seats, the term shall expire at the end of its previously appointed
28 or elected term.
29 (2) For additional seats to be elected or appointed pursuant to Section 6.10 of S.L.
30 2023-134, in order to maintain staggered terms, the initial term shall begin
31 July 1, 2024, and expire June 30, 2028.
32 SECTION 4.(b) The successors to the trustees elected or appointed to terms of less
33 than four years pursuant to this act shall be elected or appointed, following the expiration of those
34 terms, to terms of four years on July 1, and every four years thereafter, in accordance with
35 G.S. 115D-13, as amended by Section 6.10(o) of S.L. 2023-134.

38 SECTION 5. This act is effective when it becomes law.
