3 TO UPGRADE AND EXPAND ITS TRAINING FACILITIES AND TO CREATE AND
4 OPERATE A PUBLIC SAFETY AND MENTAL HEALTH CO-RESPONDER UNIT
5 PILOT PROGRAM.
6 The General Assembly of North Carolina enacts:
7 SECTION 1. There is appropriated from the General Fund to the Department of
8 Public Safety the sum of three million dollars ($3,000,000) in nonrecurring funds for the
9 2023-2024 fiscal year to be allocated as a grant to the Fayetteville Police Department in
10 Fayetteville, North Carolina, to be used to upgrade and expand its training facilities, which may
11 include the acquisition of land for the location of some or all of those training facilities.
12 SECTION 2. There is appropriated from the General Fund to the Department of
13 Public Safety the sum of one million dollars ($1,000,000) in nonrecurring funds for the
14 2023-2024 fiscal year to be allocated as a grant to the Fayetteville Police Department in
15 Fayetteville, North Carolina, to be used to create and operate a public safety and mental health
16 co-responder unit pilot program.
17 SECTION 3. No later than April 1, 2024, in an interim report, and April 1, 2025, in
18 a final report, the Fayetteville Police Department shall report to the Joint Legislative Oversight
19 Committee on Justice and Public Safety regarding the use of funds appropriated in this act and
20 the progress of both the upgrade and expansion of its training facilities and the creation and
21 operation of its public safety and mental health co-responder unit pilot program.
22 SECTION 4. Notwithstanding any provision of G.S. 143C-1-2(b) to the contrary,
23 nonrecurring funds appropriated in this act shall not revert until June 30, 2025.
24 SECTION 5. This act becomes effective July 1, 2023.
