Short Title: Increase Minority Male Teachers/Program Study. (Public)

2 AN ACT TO APPROPRIATE FUNDS TO STUDY AND REPORT ON PROGRAMS
3 FOCUSED ON INCREASING MINORITY MALE TEACHERS.
4 The General Assembly of North Carolina enacts:
5 SECTION 1. No later than March 15, 2024, the Office of Learning Recovery and
6 Acceleration of the Department of Public Instruction, in collaboration with the North Carolina
7 Policy Collaboratory, shall study and report to the Joint Legislative Education Oversight
8 Committee on programs established to increase the number of minority male persons, including
9 African American males, enrolled in educator preparation programs and employed as teachers in
10 public elementary and secondary schools. The report shall include at least the following
11 information:
12 (1) A survey of at least the following programs and their impact on the number of
13 minority males enrolled in educator preparation programs and employed as
14 teachers in public elementary and secondary schools:
15 a. The Call Me MiSTER (Mentors Instructing Students Toward Effective
16 Role models) program at Western Carolina University.
17 b. The Marathon Teaching Institute at North Carolina Central University.
18 c. Effective programs in other states.
19 (2) Recommendations to increase the number of minority males enrolled in
20 educator preparation programs and employed as teachers in public elementary
21 and secondary schools, including expanding the programs identified in
22 subdivision (1) of this section, establishing new programs, and developing a
23 statewide program.
24 SECTION 2. There is appropriated from the General Fund to the Department of
25 Public Instruction the sum of one hundred fifty thousand dollars ($150,000) in nonrecurring
26 funds for the 2023-2024 fiscal year for the study and report required by Section 1 of this act.
27 SECTION 3. This act becomes effective July 1, 2023.
