6 THE INTEGRATED CARE FOR KIDS MEDICAID PILOT PROGRAM, UPDATED
7 FROM THE 2020 RECOMMENDATIONS MADE BY THE NORTH CAROLINA CHILD
8 WELL-BEING TRANSFORMATION COUNCIL.
9 The General Assembly of North Carolina enacts:

11 PART I. SCHOOL-BASED SERVICES REIMBURSABLE UNDER NORTH
12 CAROLINA'S MEDICAID STATE PLAN
13 SECTION 1. The Department of Health and Human Services, Division of Health
14 Benefits (DHB), shall develop and implement a plan to work with the Department of Public
15 Instruction, local education administrative units, and local management entities/managed care
16 organizations (LME/MCOs) to ensure increased awareness of school-based health services,
17 beyond Individualized Education Program (IEP) services, that are reimbursable under North
18 Carolina's Medicaid State Plan. The plan shall include an assessment of the feasibility of
19 enhanced rates and other mechanisms that encourage private agencies to provide school-based
20 health services to students who are receiving or who are eligible to receive Medicaid benefits.
21 DHB shall submit this plan and any recommended legislative changes to implement the plan to
22 the Joint Legislative Oversight Committee on Medicaid and NC Health Choice, the chairs of the
23 Senate Appropriations Committee on Health and Human Services, and the chairs of the House
24 of Representatives Appropriations Committee on Health and Human Services no later than
25 August 1, 2024.

27 PART II. INTEGRATED CARE FOR KIDS MEDICAID PILOT PROGRAM
28 SECTION 2.(a) No later than March 1, 2025, the Department of Health and Human
29 Services, Division of Health Benefits (DHB), shall submit to the Joint Legislative Oversight
30 Committee on Medicaid and NC Health Choice an interim report evaluating the success of the
31 Integrated Care for Kids (InCK) Medicaid pilot program. This evaluation shall include, at a
32 minimum, the following components:
33 (1) The empirical benefits achieved thus far in implementation of the InCK
34 Medicaid pilot program, including any benefits related to the use of telehealth.
35 (2) The feasibility of expanding the InCK Medicaid pilot program.

1 (3) The anticipated cost-savings and requirements for expanding the pilot
2 program.
3 SECTION 2.(b) No later than March 1, 2027, DHB shall submit to the Joint
4 Legislative Oversight Committee on Medicaid and NC Health Choice a final report on the InCK
5 Medicaid pilot program that provides updated details on the information provided in the interim
6 report submitted in accordance with subsection (a) of this section, as well as any legislative
7 recommendations.

9 PART III. EFFECTIVE DATE
10 SECTION 3. This act is effective when it becomes law.
