2 AN ACT PROVIDING THAT THE HALIFAX-NORTHAMPTON REGIONAL AIRPORT
3 AUTHORITY MAY LEASE REAL AND PERSONAL PROPERTY BELONGING TO
4 THE AUTHORITY WITHOUT COMPLYING WITH CERTAIN PROCEDURES
5 REQUIRED BY STATE LAW AND THAT THE AUTHORITY MAY ENTER INTO
6 LEASES TO OPERATE ON AIRPORT GROUNDS FOR A TERM OF FORTY YEARS.
7 The General Assembly of North Carolina enacts:
8 SECTION 1. Section 4 of S.L. 1997-275, as amended by S.L. 1998-130 and S.L.
9 2012-116, reads as rewritten:
10 "Section 4. (a) The Airport Authority shall constitute a body, both corporate and politic, and
11 shall have the following powers and authority:
12 …
13 (6) To sell, lease, sell or otherwise dispose of any property, real or personal,
14 belonging to the Airport Authority, according to the procedures described in
15 Article 12 of Chapter 160A of the General Statutes, but no sale of real property
16 shall be made without the approval of the Halifax County Board of
17 Commissioners, the Northampton County Board of Commissioners, and the
18 Roanoke Rapids City Council. The procedures described in Article 12 of
19 Chapter 160A of the General Statutes shall not apply to the lease of real or
20 personal property belonging to the Airport Authority, and any such leases may
21 be made upon any terms and conditions deemed advisable by the Airport
22 Authority.

24 (10) To operate, own, lease, control, regulate, or grant to others, for a period not to
25 exceed 25 40 years, the right to operate on any airport premises restaurants,
26 snack bars, vending machines, food and beverage dispensing outlets, rental
27 car services, catering services, novelty shops, insurance sales, advertising
28 media, merchandising outlets, motels, hotels, barber shops, automobile
29 parking and storage facilities, automobile service establishments, and all other
30 types of facilities as may be directly or indirectly related to the maintenance
31 and furnishing to the general public of a complete air terminal installation.
