2 AN ACT CHANGING THE MANNER IN WHICH APPOINTMENTS SHALL BE MADE TO
3 THE WASHINGTON-WARREN AIRPORT AUTHORITY.
4 The General Assembly of North Carolina enacts:
5 SECTION 1. Section 2 of S.L. 2022-34 reads as rewritten:
6 "SECTION 2. The Airport Authority shall consist of seven members appointed by the
7 Washington City Council as provided in this section to serve staggered three-year terms. Each
8 member shall take and subscribe an oath of office before the Clerk of Superior Court of Beaufort
9 County and file the same with the Washington City Council. Members of the Airport Authority
10 may be appointed to one or more successive terms by the Washington City Council. authority
11 making the initial appointment as provided in this section. The Washington City Council
12 appointing authority shall fill any vacancies arising on the Airport Authority. In appointing
13 members or filling vacancies to Members of the Airport Authority, the Washington City Council
14 shall appoint members Authority shall be appointed as follows:
15 (1) Two members One member appointed by the City of Washington who shall
16 be a registered voters voter of the City of Washington with experience in
17 aviation.aviation, drone, or business management.
18 (2) One member shall be a registered voter of the City of Washington.
19 (3)(2) Two members appointed by the General Assembly upon the recommendation
20 of the President Pro Tempore of the Senate pursuant to G.S. 120-121, both of
21 whom shall be registered voters of the County of Beaufort with experience in
22 aviation aviation, drone, or business management and shall not be registered
23 voters of the City of Washington.
24 (4)(3) One member shall be a registered voter of the County of Beaufort and shall
25 not be a registered voter of the City of Washington.
26 (5) One member shall be a registered voter of the County of Beaufort and may be
27 a registered voter of the City of Washington.
28 (4) Two members appointed by the General Assembly upon the recommendation
29 of the Speaker of the House of Representatives pursuant to G.S. 120-121, both
30 of whom shall be registered voters of the County of Beaufort with experience
31 in aviation, drone, or business management and shall not be registered voters
32 of the City of Washington.
33 (5) One member appointed by the members of the Authority, appointed as
34 provided in subdivisions (1) through (3) of this section, at the first meeting of
35 the Authority after their appointment. The member appointed as provided in

1 this subdivision shall be selected from among the businesses located at the
2 Washington-Warren Airport."
3 SECTION 2. The terms of current members of the Washington-Warren Airport
4 Authority shall expire six months after the date this act becomes law. Upon the expiration of
5 those terms, appointments shall be made to the Airport Authority as provided in Section 2 of S.L.
6 2022-34, as enacted by Section 1 of this act, with three seats expiring in one year and two seats
7 expiring in each of the next two years so as to stagger the terms. After establishing the staggered
8 terms, all terms of office shall be for three years as provided in Section 2 of S.L. 2022-34, as
9 enacted by Section 1 of this act.
10 SECTION 3. Section 16 of S.L. 2022-34 is repealed.
11 SECTION 4. This act is effective when it becomes law.
