2 AN ACT TO REQUIRE ETHICS TRAINING FOR CERTAIN PUBLIC SCHOOL
3 EMPLOYEES.
4 The General Assembly of North Carolina enacts:
5 SECTION 1.(a) Article 22 of Chapter 115C of the General Statutes is amended by
6 adding a new Part to read:
7 "Part 10. Employee Ethics Training.
8 "§ 115C-335.15. Ethics training for certain public school employees.
9 All employees of a local school administrative unit involved in the making or administering
10 of contracts, as described in G.S. 14-234, shall receive a minimum of two hours of ethics training,
11 as follows:
12 (1) The training shall be required once in every odd-numbered year.
13 (2) Upon assuming the responsibility of making or administering contracts, a
14 school employee shall receive an initial training within 90 days and
15 subsequent trainings in every odd-numbered year thereafter.
16 (3) The training shall include position-specific education on conflicts of interest
17 and ethical standards of conduct.
18 (4) The training may be provided by the School of Government at the University
19 of North Carolina at Chapel Hill or another qualified source at the choice of
20 the local board of education."
21 SECTION 1.(b) All employees of a local school administrative unit involved in the
22 making or administering of contracts as of the effective date of this act shall receive an initial
23 training to comply with G.S. 115C-335.15, as enacted by subsection (a) of this section, within
24 six months of the effective date of this act.
25 SECTION 2. This act is effective when it becomes law.
