 2   AN ACT MODIFYING THE INSPECTION REQUIREMENTS FOR LOW-SPEED
 3        VEHICLES AND DIRECTING THE DIVISION OF MOTOR VEHICLES OF THE
 4        DEPARTMENT OF TRANSPORTATION TO ADOPT RULES ADDRESSING THE
 5        INSPECTION OF LOW-SPEED VEHICLES.
 6   The General Assembly of North Carolina enacts:
 7                SECTION 1. G.S. 20-121.1 reads as rewritten:
 8   "§ 20-121.1. Operation of a low-speed vehicle, mini-truck, or modified utility vehicle on
 9                certain roadways.
10        The operation of a low-speed vehicle, mini-truck, or modified utility vehicle is authorized
11   with the following restrictions:

13                (5)     Low-speed vehicles must comply with the safety standards in 49 C.F.R. §
14                        571.500. A low-speed vehicle shall undergo an annual inspection conducted
15                        by a person licensed by the Division to ensure it meets the safety requirements
16                        of this Article. The inspection required by this subdivision may be conducted
17                        at a mobile inspection station. For purposes of this subdivision, a mobile
18                        inspection station is an inspection site temporarily set up at a location where
19                        there is no existing inspection station.

21                SECTION 2. G.S. 20-183.2 reads as rewritten:
22   "§ 20-183.2. Description of vehicles subject to safety or emissions inspection; definitions.
23        (a)     Safety. – A motor vehicle is subject to a safety inspection in accordance with this Part
24   if it meets all of the following requirements:

26                (4)     It is not a low-speed vehicle.

28                SECTION 3. The Division of Motor Vehicles of the Department of Transportation
29   shall adopt rules for the inspection of low-speed vehicles and the licensure of low-speed vehicle
30   inspectors, including rules governing the use of mobile inspection stations by licensed inspectors.
31                SECTION 4. Sections 1 and 2 of this act become effective July 1, 2024, and apply
32   to low-speed vehicles inspected on or after that date. The remainder of this act is effective when
33   it becomes law.
