2 AN ACT PROVIDING THAT STATE INSTITUTIONS AND POLITICAL SUBDIVISIONS
3 OF THE STATE SHALL NOT USE PUBLIC FUNDS TO PURCHASE FLAGS OF THE
4 UNITED STATES OF AMERICA OR THE STATE OF NORTH CAROLINA UNLESS
5 THE FLAGS ARE MADE IN THE UNITED STATES.
6 The General Assembly of North Carolina enacts:
7 SECTION 1. Chapter 144 of the General Statutes is amended by adding a new
8 section to read:
9 "§ 144-10. Flags purchased with public funds.
10 A State institution or political subdivision of the State shall not use public funds to purchase
11 a flag of the United States of America or the State of North Carolina unless the flag has been one
12 hundred percent (100%) manufactured in the United States from articles, materials, or supplies
13 that have been grown or one hundred percent (100%) produced or manufactured in the United
14 States. The provisions of this section shall not apply if the head of the State institution or
15 governing body of the political subdivision determines the flag purchase would result in a
16 sacrifice or loss in price or quality."
17 SECTION 2. This act becomes effective October 1, 2023.
