 2   AN ACT MAKING APPROPRIATIONS FOR THE CURRENT OPERATIONS OF STATE
 3      GOVERNMENT AND OTHER CHANGES IN THE BUDGET OPERATIONS OF THE
 4      STATE.
 5   The General Assembly of North Carolina enacts:
 6
 7   INTRODUCTION
 8               SECTION 1.1. The appropriations made in this act are for maximum amounts
 9   necessary to provide the services and accomplish the purposes described in the budget. Savings
10   shall be effected where the total amounts appropriated are not required to perform these services
11   and accomplish these purposes, and the savings shall revert to the appropriate fund at the end of
12   each fiscal year, except as otherwise provided by G.S. 143C-1-2(b).

14   TITLE OF ACT
15           SECTION 1.2. This act shall be known as the "2020 Omnibus Appropriations Act."

17   APPROPRIATIONS
18              SECTION 2.1. The appropriations from the General Fund for the budgets of the
19   State agencies, departments, and institutions, and for other purposes as enumerated, are made for
20   each year of the 2019-2021 fiscal biennium, according to the following schedule:

22   CURRENT OPERATIONS AND EXPANSION/HIGHWAY FUND
23              SECTION 3.1. Appropriations from the State Highway Fund for the maintenance
24   and operation of the Department of Transportation and for other purposes as enumerated are
25   adjusted for the fiscal year ending June 30, 2020, in accordance with the provisions of this act.

27   HIGHWAY FUND AVAILABILITY STATEMENT
28               SECTION 3.2. The Highway Fund availability for 2020-2021 fiscal year budget
29   shall be as provided by this act.

31   HIGHWAY TRUST FUND APPROPRIATIONS
32              SECTION 4.1. Appropriations from the State Highway Trust Fund for the
33   maintenance and operation of the Department of Transportation and for other purposes as
34   enumerated are adjusted for the fiscal year ending June 30, 2020, in accordance with the
35   provisions of this act.

 1   HIGHWAY TRUST FUND AVAILABILITY STATEMENT
 2             SECTION 4.2. The Highway Trust Fund availability used for the 2020-2021 fiscal
 3   year budget shall be as provided by this act.

 5   DHHS BLOCK GRANTS
 6              SECTION 5.1. Appropriations from federal block grant funds are made for the fiscal
 7   year ending June 30, 2020, in accordance with the provisions of this act.
 8
 9   NER BLOCK GRANTS
10              SECTION 5.2. Appropriations from federal block grant funds are made for the fiscal
11   year ending June 30, 2020, in accordance with the provisions of this act.

13   STATE BUDGET ACT APPLIES
14               SECTION 6.1. The provisions of the State Budget Act, Chapter 143C of the General
15   Statutes, are reenacted and shall remain in full force and effect and are incorporated in this act
16   by reference.

18   MOST TEXT APPLIES ONLY TO THE 2019-2021 FISCAL BIENNIUM
19               SECTION 6.2. Except for statutory changes or other provisions that clearly indicate
20   an intention to have effects beyond the 2019-2021 fiscal biennium, the textual provisions of this
21   act apply only to funds appropriated for, and activities occurring during, the 2019-2021 fiscal
22   biennium.

24   EFFECT OF HEADINGS
25               SECTION 6.3. The headings to the parts and sections of this act are a convenience
26   to the reader and are for reference only. The headings do not expand, limit, or define the text of
27   this act, except for effective dates referring to a part.

29   SEVERABILITY CLAUSE
30               SECTION 6.4. If any section or provision of this act is declared unconstitutional or
31   invalid by the courts, it does not affect the validity of this act as a whole or any part other than
32   the part so declared to be unconstitutional or invalid.

34   EFFECTIVE DATE
35          SECTION 6.5. Except as otherwise provided, this act becomes effective July 1,
36   2020.
